Hainan Free Trade Port Completes First International Transshipment “Document Transfer” Operation

On December 8, under the supervision of Haikou Meilan Airport Customs—a branch of Haikou Customs—a shipment of garments originating from Milan, Italy, completed document transfer procedures at Haikou Meilan International Airport. The goods were successfully loaded onto a subsequent flight bound for Hong Kong, China. This marks the successful implementation of Hainan's first international transit “document transfer” operation, representing a significant milestone in innovating the international air cargo transit model for Hainan Free Trade Port and contributing to the development of a more competitive international logistics hub.
The international air cargo transshipment “document transfer” model refers to a transportation method where goods are transported via relay flights operated by two or more airlines before reaching their final destination. This model breaks the traditional “single-document-through” restriction, allowing enterprises to independently optimize combinations of inbound and outbound flights. It effectively supplements air transport capacity, activates cargo space resources, reduces logistics costs, and enhances transportation flexibility.
To support the implementation of this service, Haikou Meilan Airport Customs proactively engaged in in-depth coordination with airlines and freight forwarders to precisely identify transportation support requirements, implementing tailored regulatory solutions through a “one enterprise, one policy” approach. Through information technology, the customs authority has implemented embedded oversight throughout the entire process of flight arrival and cargo transfer. Dedicated personnel review data information and monitor all stages—including warehousing, transfer, and release—to ensure zero-delay cargo transshipment.
